From the effectuation of the Act in September 2016 to the end of June 2019, a total of 22,645 reports on violation of the Act were submitted. Among them, 4,946 (21.8%) reports were on improper solicitation, 2,352 (10.4%) on graft, and 15,347 (67.8%) on outside lectures.

In the early days of the enforcement of the Act, graft-receiving related reports were the most frequent reports. But there was a surge in the number of improper solicitation reports in the first half of 2018 after the hiring irregularity inspection at public agencies. To strictly punish and prevent violations above, public agencies at all level have sought and implemented various counter measures fitting their conditions.
For example, the Fair Trade Commission, under its Outside Contact Management Rule, operates a system to report contacts with persons outside of the commission. Bucheon city, Gyeonggi province, institutionalized the review of the Improper Solicitation and Graft Act violations before carrying out works. Gyeonggi Urban Innovation Corporation, disclosed improper solicitation reports submitted and measures taken.
